Thanks for your comment and sorry for the long delay to reply.
As far as I know this tradition here on the island of Menorca pre-dates the KKK in the USA and the Easter traditions here are one aspect I must research further. So I still do not have enough info to give you a clear response.
There are two marvels at Easter here in Ciutadella de Menorca. One is this procession, the costumes which it seems like everyone in the town is hiding under (men, woman and children) and the solemn procession itself which takes place after a mass in the cathedral.
The other is a strange ceremony that takes place on the morning of Easter Sunday, called Shoot the Guy. Another possibly scary theme!
In this one all the towns public squares (local neighborhood squares, usually situated around a popular bar) hang up effigies sporting some funny slogan or representing a political figure or a celebrity. They then proceed to use shotguns to shoot the guy, until he burns to a crisp and falls down. Yeah, real shotguns. I have some good photos of this. Will try to post these on my site soon.
