Too many art styles

It depends on whether or not the art styles are an immitation of other artists' styles.

Also the artists you name: Van Gogh and Gaugan evolved. They started in ways which mirrored former styles until they developed their own. It could be that a lot of artists nowdays are still striving to define their style and until this is achieved they are bound to work in various styles
